Texas Health and Human Services Commission (HHSC) has announced that it already received the approval to replace stolen SNAP benefits, the Texas Health and Human Services website reported.

Texas has experienced rising reports of skimming, cloning, and scams. The recipient’s Personal Identification Numbers and Lone Star Card numbers were obtained by scammers to gain access to the SNAP benefits.

According to HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter that these replacements of stolen SNAP benefits will help those affected by scams to replace their funds.

Salter added that they are doing the best they can to help customers prevent and detect fraud. The U.S. Department of Agriculture has given approval to the HHSC for the replacement this month.

If you are one of the victims of scams and fraud, you should request a new PIN and Lone Star Card. Just visit a local HHS office and fill out Affidavit for Unauthorized Use of EBT Benefits, Form H1854. If happened that you cannot visit your local HHSC office due to certain circumstances, you can call the office and ask them to have the form mailed to you. Your claim will be reviewed and you will be informed within two weeks if you are eligible for the replacement of stolen SNAP benefits.

Amounts and When to File Replacement of Stolen SNAP Benefits

The amount of replacement cannot exceed the amount of the stolen benefits if you will be eligible for the replacement. Within 10 days of submitting Form H1854, if you qualify for the replacement, the benefits will be issued automatically to your new Lone Star Cards.

According to HHSC, SNAP recipients can request replacement twice in each federal fiscal year. The FFY 2023 is from October 1, 2022, to September 30, 2023, while the FFY 2024 is from October 1, 2023, to September 30, 2024. If you believed your benefits were stolen you have until August 29, 2023, for the FFY 2023 to request a replacement. Report the incident of scams for 30 days.
