In 2024, child tax credits (CTCs) have become a key way to help low- and middle-income families across the United States. Fourteen states have started or expanded their CTC programs. States like California, Colorado, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New Mexico, New York, Oregon, and Vermont offer credits that give full benefits to the lowest-income families. Idaho, Oklahoma, and Utah have credits that are not fully refundable, and Arizona has a one-time child tax rebate this year. These programs show a big effort to invest in children’s well-being, with five states – Colorado, Minnesota, New Jersey, Oregon, and Vermont—offering refundable credits of $1,000 or more per child, according to the report of Marca.

States Expand Child Tax Credits, Paving the Way for Increased Financial Support for Low- and Middle-Income Families

Minnesota, Oregon, and Utah have started new CTC programs in 2024, and seven other states have made their credits bigger. Arizona’s one-time rebate and the permanent credits in other states show a strong commitment to fighting child poverty. Experts say that to make these credits work best, they should be fully refundable, have no earnings requirements, set limits per child instead of per household, adjust for inflation, and offer advanced payment options. These changes would help families get steady financial support throughout the year, making it easier to manage their expenses.

Minnesota, Oregon, and Vermont are looking into giving CTC payments throughout the year instead of just once a year. While most state CTCs are separate from the federal Child Tax Credit, Oklahoma and New York have credits that are tied to federal versions. This teamwork helps make sure families get the most financial support possible. These efforts show how important CTCs are for helping low- and middle-income families and making a big impact on reducing child poverty in the country.
