The Department of Housing and Urban Development (HUD), a government agency that is not typically linked with innovation. HUD is asking local housing authorities to experiment with direct cash transfers to renters as part of pilot initiatives to expedite assistance delivery and empower residents. This leaves housing authorities, such as Santa Clara County, with financial limits that limit their capacity to engage in trial initiatives.
