New federal EV incentive: Instant rebates make EVs more affordable
The clean vehicle tax credit, which offers up to $7,500 for a new electric, hydrogen, or plug-in hybrid vehicle and $4,000 for a used one, is now available as an instant rebate at qualified dealers. Buyers previously had to wait until tax filing for the credit. EV-equity supporters applaud this measure for making EVs more accessible. Irvin Rivero, an e-mobility associate with Bay Area organization Acterra, emphasizes the benefits for consumers who may struggle with upfront fees or tax liability. The Inflation Reduction Act change targets households earning up to $300,000, depending on filing status and vehicle cost.
Over one million US electric vehicles were sold in 2023. The average transaction price for new EVs is $53,469, somewhat higher than the car price, despite OEM pricing cuts. Rising interest rates make price reduction difficult. Consumers must visit an IRS-registered dealership to receive the reimbursement. With IRS reimbursement, approved dealers will lower the price or provide the buyer with a cash reward. The scheme should boost sales at Tracy Volkswagen in California.
Customers may have trouble discovering qualifying models after the modification. To achieve the Biden administration’s goals for a domestic EV supply chain, qualified vehicles must source battery components and key minerals in North America. Analysts believe that only a small number of all-electric cars will qualify for full credit.

Additionally, identifying participating dealerships is unclear. The IRS has not explained how customers might find program-registered dealerships.
Irvin Rivero believes the refund opens doors for previously excluded customers, especially when combined with state, local government, or utility incentives in 2024, notwithstanding model limits. Rivero advises consumers to examine the Energy Department’s online car eligibility tool.
