Payment structure and eligibility criteria

Full stimulus payments are available to those who meet IRS requirements. These include individuals with AGIs up to $75,000, heads of households up to $112,500, and married couples filing jointly up to $150,000. Child tax credit is available to parents and guardians. AGIs above these levels can receive partial payments. Payment decreases by $5 per $100 over the maximum AGI.

State-specific stimulus programs target specific groups in addition to these general criteria. The Arizona Return to Work Program pays job seekers for eight weeks. New York’s Excluded Workers Fund pays unemployment benefits to pandemic-displaced workers, especially those not eligible for stimulus programs. Maryland prioritizes 2019 EITC recipients, while Florida, Georgia, Michigan, Tennessee, and Texas prioritize fourth stimulus checks to teachers.

These programs meet specific needs, encourage employment, and help underserved groups. This shows a nuanced approach to COVID-19 pandemic finances.
