$500 worth of monthly payments are being issued in the state of Missouri for 18 months. These payments are under Missouri’s Guaranteed Basic Income cash assistance program.
In December 2022, Missouri Governor Tishaura Jones has signed the Working Families Bill into law. This bill established the state’s Guaranteed Basic Income cash assistance program. The program used $52 million of American Rescue Plan Act (ARPA) funding. $5 million of the funding provided around 440 households with $500 monthly payments for 18 months. The remaining funds from ARPA were directed to healthcare and public safety by creating better opportunities for the youth.An article in Spectrum News says that the bill will also address the root causes of crime. It will use $2 million to establish the Bureau of Behavioral Health and discuss the misuse and abuse of substances. Another $10 million is intended to help the youth with better opportunities in diversion, programming, and job support.
In 2021, St. Louis, a city in Missouri, also used funds from ARPA to provide one-time payments worth $500 to 9,000 eligible residents. The Missouri Jobs for Justice revealed that the recipients of the payments used the money mostly on utilities, groceries, and transportation. More than 33% of the payment was withdrawn through an ATM or transferred to another account. The majority of the recipients also mentioned unemployment, unpaid absence due to quarantine, and lack of childcare as reasons for needing the cash assistance.

Who is eligible for these monthly payments?
According to an article from MARCA, to be eligible for these monthly payments, applicants must be a parent or the legal guardian of a parent with a child studying in a public school in St. Louis, Missouri. An applicant must have also suffered from the COVID-19 pandemic. Lastly, their household size or income must be at or below 170% of the federal poverty level.
