Missouri Bill Grants Tax Exemptions to Boost Economic Growth

Missouri Governor Mike Parson signed Senate Bill 1388 into law granting significant tax exemptions to the National Nuclear Security Administration (NNSA) and Honeywell FM&T. This legislation exempts state and local sales taxes on purchases for expanding the Kansas City National Security Campus aiming to attract nearly $2.5 billion in investments and thousands of high-paying jobs over the next decade.

Under the U.S. Department of Energy, the NNSA recently acquired a 450,000 square foot facility in Kansas City for $38.8 million. This site will focus on manufacturing non-nuclear components crucial for national defense. Governor Parson highlighted the law’s goal to remove bureaucratic hurdles and foster economic growth through collaboration with industry partners.

The tax exemptions are expected to reduce state revenue by $1.2 million in 2024, increasing to $11.2 million over the following three years. Local tax losses are estimated at $1.4 million in 2024, rising to $12.6 million by 2027. Despite financial impacts supporters emphasize the bill’s potential to boost job creation and strengthen Missouri’s industrial sector, according to the report of The Center Square.

Greg Razer led the bipartisan effort to advance this legislative initiative, reinforcing Missouri’s role in national security. Honeywell FM&T managing the Kansas City campus will oversee extensive engineering and manufacturing operations critical to national defense systems. With $647 million allocated for facility activation and $608.2 million for building retrofitting, the KC NExT project underscores a major commitment to advanced engineering and secure manufacturing.

Forecasted to unfold over the next decade and beyond at a cost of $2.42 billion it promises to drive technological innovation and economic resilience in Missouri and beyond.
