Following a distressing investigation into elder abuse in Visalia, authorities apprehended two individuals after uncovering four children residing in dismal conditions at their residence. The investigation commenced when a severely malnourished 52-year-old woman was admitted to Kaweah Health Medical Center on March 25, prompting a swift response from law enforcement. Subsequent inquiries revealed that one of the victim’s adult daughters, Cecilia Rodriguez, was purportedly responsible for her care. Upon searching the property on North Garden Street, officers discovered Rodriguez, alongside 61-year-old Gregory Chavez, and the four children, aged 4 to 15, enduring dire living conditions characterized by insect infestation, feces, and scattered refuse. Various agencies, including adult protective services and child welfare services, were promptly summoned to the scene, resulting in the juveniles being placed in their custody due to the inhospitable environment. Both Rodriguez and Chavez now face charges encompassing elder abuse, child neglect, and mistreatment.
