Mayor Brandon Whipple emphasized the significance of this program, stating, “This is the largest targeted tax relief for people who need tax relief that we’ve done in at least a generation.”
The pilot program aims to allocate up to $660,000 in refunds on a first-come, first-served basis through November 30, 2024, or until the allocated funds are depleted. It is crucial to note that any Wichita resident who files their Kansas income tax return for 2023 and receives one of three specific tax credits is eligible for additional tax relief through the city.
The eligible tax credits include the Senior Citizen Property Tax Relief (Form K40PT) tax credit, the Homestead Tax Refund (Form K40H) tax credit, and the Property Tax Relief Claim for Seniors and Disabled Veterans (Form K40SVR) tax credit.
Each credit has its own standards and qualifications; the municipal pilot program covers a portion of the state-refunded property tax for each credit.

Eligible residents interested in participating in the pilot program must apply to the city by providing a copy of their state tax return and proof of its acceptance. They must also submit a one-page application certifying their property tax status and confirming their mailing address for the refund check.
This ground-breaking program serves as a ray of light for those needing critical property tax relief. It is evidence of the city’s dedication to offering targeted help to people who are most in need.
