On September 18, a report filed by the office of Nebraska State Auditor Mike Foley demanded a criminal investigation against Five Rivers RC&D’s former executive director Bobbie Meints. Further reports say Meints was accused of conducting 200 financial transactions that transferred a total of $219,963 to Arley’s food truck for seven years.

According to Hammel, Arley’s food truck was owned by Arlan, a mobile food vendor in Steinauer and husband of the Five Rivers RC&D Director. Foley further stated that the financial transactions were personal in nature as they appear to be neither for the Five Rivers RC&D services nor approved by its board of directors.

According to Swanson, Foley forwarded his report to the State Attorney General and the Attorney’s Office of Johnson County. Further reports say the audit of the Five Rivers RC&D came after June 2021, following the Secretary of State’s issuance of a certificate that shut down the non-profit organization.

Nonetheless, despite the shutdown, the Five Rivers RC&D reportedly received signed contracts from the Nebraska Environmental Trust in April 2022. As a result, on July 25 of the same year, the Five Rivers RC&D was re-established.

However, on November 16, the Five Rivers RC&D Director resigned and the board accepted the departure. Ultimately, on July 5, 2023, the Secretary of State once again dissolved the Five Rivers RC&D.
