The Biden administration has voiced its opposition to a provision in the annual defense spending bill that would mandate merit-based military promotions, regardless of their race.
The Merit-Based Military Promotions Intent
Unlike some of the other disputed provisions, the merit-based military promotions clause does not explicitly challenge DEIA efforts. Instead, it focuses on ensuring that all military hiring, assignments, selection, and promotion decisions are based solely on merit and the ability to contribute to national security.
According to New York Post, the draft bill aims to evaluate candidates based on qualifications, performance, integrity, fitness, training, and conduct, explicitly prohibiting favoritism, nepotism, and quotas.
Congressman Chip Roy (R-Texas) clarified during a House Rules Committee markup that eliminating DEIA policies aims to prioritize the military’s effectiveness rather than discriminate.
The goal is to establish a colorblind, race-neutral approach that emphasizes building a military focused on national defense rather than social engineering.
However, the administration expresses concerns that solely evaluating merit-based military promotions could potentially reduce diversity among military leaders.

Opposition to Merit-Based Military Promotions
The Office of Management and Budget (OMB) included the merit-based military promotions in a list of provisions that the administration opposes, citing concerns about undermining diversity, equity, inclusion, and accessibility (DEIA) policies implemented by President Biden across federal agencies.
While merit-based military promotions have received criticism from Republican lawmakers, the administration emphasizes the importance of a diverse and inclusive military talent pool.
The OMB expressed strong opposition to the provision of merit-based military promotions proposed by the House, stating that it would eliminate the Defense Department’s long-standing DEIA efforts and impede initiatives aimed at fostering a cohesive and inclusive military.
In a complex global security environment, the OMB emphasized the strategic advantage of a diverse and dynamic talent pool within the Department of Defense (DoD).
The Biden administration asserts that diverse perspectives, experiences, and skill sets are crucial for maintaining the military’s position as a global leader, deterring war, and ensuring national security.
The administration argues that legislation hindering the creation of a positive work environment and limiting the military’s ability to leverage the best talents would put the Department of Defense at a strategic disadvantage.
