The city of Alexandria in Virginia has selected 170 residents to receive $500 in monthly payments for 24 months. Another 210 residents will also be randomly selected to participate in a focus group. These selected residents will not receive monthly payments. However, they may receive cash incentives for participating in the surveys. These monthly payments are under Virginia’s new universal basic income program called Alexandria Recurring Income for Success and Equity (ARISE).

An article from MARCA says that the budget for the ARISE program came from the American Rescue Plan Act (ARPA). This was approved by the Congress and signed into law in March 2021. To date, the program has already received 4,159 applications. There is no exact date yet as to when the payments will be issued. However, the state has announced that they will arrive in February. MoCaFi, a financial distribution partner, will be collaborating with Virginia to issue the payments through a debit-like card.

Reportedly, the monthly payments will not affect the Social Security benefits. These payments will also not affect those who receive other cash assistance like the Low Income Home Energy Assistance Program (LJHEAP), Temporary Assistance for Needy Families (TANF), and any child care subsidy.
