SNAP benefits have been reportedly stolen due to Electronic Benefit Transfer (EBT) theft. Correspondingly, U.S. President Biden signed the Consolidated Appropriations Act, 2023 to replace them with federal funds.
The United States Department of Agriculture (USDA) has become aware of the accumulating reports about the Electronic Benefit Transfer (EBT) theft. This theft in EBT was due to card cloning, skimming, and other fraudulent methods.According to Moss, in accordance with this, the U.S. President Joe Biden has signed the Consolidated Appropriations Act, 2023 (the Omnibus) into law. This law will authorize the stolen SNAP benefits to be replaced by funds from the federal government.

Who can receive the federal funds as replacement?
An article on the U.S. Department of Agriculture website states that according to the law, SNAP recipients can claim reimbursements on specific SNAP benefits that are stolen if the incident occurred between October 1, 2022 and September 30, 2024.
In addition, guidelines from the federal government also said that the states’ plans must be submitted to the Food and Nutrition Service (FNS) before February 27, 2023. This date is 60 days after the Omnibus law was enacted. Plans that will be approved will be included in the states’ operational plans. It will also remain effective until the announcement of the interim final rule. The federal guidelines for the states about the replacement of SNAP benefits were issued by FNS in some states on January 31.
