Former New Mexico State Police Officer Morgan Ortiz is facing legal troubles once again, this time with serious charges linked to Medicaid fraud. Alongside Dr. Keith Levitt, Ortiz has been indicted by the state’s Department of Justice following a grand jury investigation. The two men face multiple indictments related to an alleged scheme that defrauded the Medicaid program of over $800,000 between March 2019 and April 2021.
According to state officials, Ortiz and Levitt allegedly orchestrated the scheme through a substance abuse recovery program they managed, which has since been shut down. The grand jury returned a total of 16 criminal charges against the two, adding to Ortiz’s prior legal record. In August 2016, Ortiz was arrested for his third DWI, further complicating his legal history.
In addition to Medicaid fraud, Ortiz and Levitt are facing identity theft charges. Prosecutors allege that the pair used the identity of a New Mexico physician without his permission, and that Ortiz practiced medicine without a proper medical license. The indictment also includes accusations of forgery and document falsification, suggesting an extensive attempt to deceive state and federal programs.
The investigation was conducted by the New Mexico Department of Justice’s Medicaid Fraud and Elder Abuse Division, which continues to look closely at potential misuse of public healthcare funds.
