According to Arms Control Association, U.S. National Security Advisor Jake Sullivan addressed the Arms Control Association’s annual meeting, emphasizing the Biden administration’s commitment to reduce the risk of nuclear conflict. U.S. National Security Advisor Jake Sullivan expressed the U.S.’s willingness to engage in discussions with Russia, without preconditions, to manage nuclear risks and develop a new arms control framework before the New Strategic Arms Reduction Treaty expires in 2026.

According to U.S. National Security Advisor Jake Sullivan that these talks aim to manage nuclear risks and establish a new nuclear arms control framework before the New Strategic Arms Reduction Treaty (New START) expires in 2026.

Despite initial skepticism on U.S. National Security Advisor Jake Sullivan from Russia, the Kremlin later welcomed the remarks and indicated its willingness to carefully consider any proposals from Washington. This willingness to engage in nuclear discussions with Moscow reflects a longstanding tradition of keeping nuclear issues separate from other bilateral tensions between the two countries.

Urgent Need for Initiating U.S.-Russia Arms Control Dialogue

According to Just Security, the urgent arms control dialogue between the U.S. and Russia has yet to begin, with no specific proposals conveyed to Moscow. This delay contradicts the urgency highlighted in U.S. National Security Advisor Jake Sullivan’s speech.

Arms control involves more than treaties, encompassing a network of agreements and measures that reduce the risk of unintended nuclear escalation. The suggested agenda should focus on managing current nuclear risks and preparing for the post-New START era after its expiration in 2026.

Presenting a detailed or restrictive agenda risks impeding progress. Instead, the U.S. should provide Moscow with a concise paper outlining the start of a discussion without overcomplicating it with additional concerns, such as Russia’s conflict in Ukraine.

Negotiating a new framework is challenging, given Russia’s violations of international commitments. However, assuming Russia’s non-response sidelines the U.S. from a critical task, and past arms control agreements have greatly benefited global security, all requiring U.S. leadership.

Hence, the delay in proposing a concrete dialogue contradicts President Joe Biden’s policy and departs from decades of U.S. leadership in arms control.
