US National Guard Gen. Daniel R. Hokanson Provides Insights on Ukrainian F-16 Training Progress and Funding Challenges
Gen. Daniel R. Hokanson, chief of the US National Guard Bureau, was positive about Ukrainian pilots’ F-16 training in the US. He believes the first class of pilots training at Morris Air National Guard Base, Ariz., is “on track” to succeed. However, Gen. Hokanson stressed the need for more funding to expand the pilot training program. Without this crucial support, program progress may be uncertain.
Assistant Secretary of Defense for International Security Affairs, Celeste Wallander, stated that the US and its allies expect the Ukrainian Air Force to achieve initial operating capability with its F-16s by the end of 2024. Gen. Hokanson echoed this sentiment, emphasizing the individualized approach to pilot training to ensure their success upon returning to Ukraine. The ongoing training program focuses on equipping pilots with the essential skills required for a seamless transition to operating F-16s.

The six-month “B Course” at Morris Air National Guard Base is a vital aspect of the training program, aimed at imparting proficiency in the fundamental skills necessary for F-16 operation. Beyond pilot training, the focus also lies on providing resources to maintainers undergoing F-16 training to ensure a sustained training continuum upon their return to Ukraine. However, maintaining F-16s within Ukraine presents a substantial challenge, and the need for skilled pilots and maintainers is a time-consuming process.
Despite the positive progress, the issue of funding remains a significant concern. Gen. Hokanson pointed out the urgent need for additional resources to sustain and potentially expand the training program. He emphasized the critical role of lawmakers in Congress in providing the necessary funding, as the previous funding for Ukraine had expired, adding to the urgency of the situation. The uncertain fate of a foreign security aid package containing essential funds further adds to the challenges faced in securing the required resources.
