The House Bill 1190 (HB 1190) was proposed to exempt the water used in commercial swine farming in Arkansas sales tax. Reports say the bill was already referred to the House of Representatives Committee on Revenue and Taxation.
State Representative Rick Beck has proposed the House Bill 1190 (HB 1190) to amend the Arkansas Code Annotated 26-52-453. The House Bill 1190 (HB 1190) reportedly offers an exemption to the water used in the commercial production of poultry and swine in the Arkansas sales tax or use tax.According to Moon, the House Bill 1190 (HB 1190) aims to amend the Arkansas Code Annotated 26-52-453 because it intends to include the swine farms as facilities to be used for the commercial production of poultry and swine.

Arkansas Sales Tax Exemption on Water
According to an article on the Mitchell Williams Law Firm website, the Arkansas sales tax exemption is a revision to the Arkansas Code Annotated 26-52-453. This means that the amendment would allow for the water used in commercial swine farming to be exempted from the sales tax or use tax of the state.
The laws in the Arkansas Code Annotated 26-52-453 also require that the water bound to be exempted must be separated from the metering system of the water used by the residents for any other function. To date, the House Bill 1190 (HB 1190) has allegedly been already introduced to the House of Representatives Committee on Revenue and Taxation.
