Last Thursday, immigrant advocates, led by Haverhill Rep. Andy X. Vargas, rallied for an expansion of eligibility for a tax credit seen as vital for combating poverty and enhancing educational outcomes among low-income households. The proposed expansion aims to include 21,000 to 26,000 households currently ineligible for the state Earned Income Tax Credit due to their immigration status. Advocates emphasized the importance of fairness in tax treatment, asserting that all taxpayers should be treated equally.

During a briefing co-hosted by the legislative Black and Latino Caucus, supporters emphasized the need to incorporate this provision into the fiscal 2025 budget. The proposed policy would allow immigrant workers, who often pay taxes using individual taxpayer identification numbers, to claim the credit, benefiting both them and their families. Advocates highlighted the positive impact of the tax credit on children’s health and education outcomes, underscoring its potential to address systemic inequities.

Charlotte Bruce Highlights Lawmakers’ Ability to Afford EITC Expansion Amid Revenue Challenges

Despite concerns about the budget implications, advocates argue that the cost of expanding Earned Income Tax Credit eligibility, estimated between $22.6 million to $28 million, is relatively small compared to the overall budget. Charlotte Bruce, a senior research and policy analyst, emphasized that lawmakers can afford this amount despite recent revenue challenges. With ongoing efforts to address inequities and support vulnerable communities, the push for expanded tax credit eligibility reflects a broader commitment to fairness and inclusivity in Massachusetts.
