Policy experts said property taxes and education, especially school choice could be topics for a special session

The governor calls a special meeting and sets an agenda. There is no limit to the number of special meetings the Governor may convene. House Speaker Dade Phelan adjourned Monday night’s regular session, warning lawmakers to be prepared to stay in Austin. “Ladies and gentlemen, I also expect to receive a proclamation from the governor within the next 12 hours, so I’m not going to pack my bags just yet,” he said. Patrick also urged lawmakers to stay in place and expected them to return as early as Tuesday. “We’ll probably see you tomorrow. Hopefully not, but we’ll see,” Patrick said.

In addition to historic property tax cuts, Abbott is advocating the creation of an education savings account. It was known that the education bill would not pass, but there was still hope that a property tax compromise could be struck between the House and Senate. Parliament adjourned without agreement.

Abbott said he would call a special Congress if bills on “meaningful” school choices, including education savings accounts, were not passed. It’s also about the impeachment trial against Texas Attorney General Ken Paxton in the Senate.
