County Executive Danielle Hornberger’s Proposed Budget

County Executive Danielle Hornberger’s FY25 budget includes a second year of property tax rebates, a fourth year of property tax reductions, and a third year of income tax deductions.

The operating budget of $364.2 million reduces the real property tax rate and business property taxes, as well as income tax rates. County Executive Danielle Hornberger has put a total of $45 million back into the pockets of citizens over her four years in office.

This year’s budget includes $10 million for property tax rebates. Department directors, as County Executive Danielle Hornberger proposed, will receive a two percent cost of living adjustment, while all other employees will receive a three percent adjustment.

According to a published article by SmartNews, the proposed budget of County Executive Danielle Hornberger also includes funding for Cecil County Public Schools above the state-mandated minimum, as well as funding for capital improvement projects and Cecil College.
