The escalating impact of Russian influence in Latin America, particularly in the wake of the Ukraine invasion, has prompted heightened concerns among U.S. government officials and policymakers. Amid fears of potential interference affecting democratic processes, fueling political polarization, and fostering civil disorder, Georgetown University’s Center for Latin American Studies researchers Valerie Senger and Jacob P. Basseches undertook a comprehensive investigation into pro-Russian sentiment in the Spanish-speaking world, particularly within Latin America.

Research Methodology and Focus

Senger and Basseches, mentored by Dr. Juan Luis Manfredi and Dr. Angelo Rivero Santos, adopted a meticulous approach to assess pro-Russian sentiment. Their research concentrated on the measurement of Spanish-language tweets related to key events during the Russian invasion of Ukraine, aiming to unveil patterns and shifts in sentiment within Latin American Twitter users.

The researchers sought to discern the evolution of pro-Russian sentiment over time, focusing on high-engagement Spanish-language tweets. Notably, the study honed in on the period from the early days of the invasion to the later events, such as the bombing of a restaurant in Kramatorsk in late June 2023, to gauge changes in sentiment among Latin American Twitter users.

The findings exposed a marked surge in pro-Russian sentiment, particularly within high-engagement Spanish-language tweets, signifying a notable shift in sentiment among Twitter users in Latin America. Additionally, the research highlighted a rise in engagement with anonymous accounts displaying a strong pro-Russian stance, pointing towards potential influence operations manipulating online discourse.

 Implications and Safeguarding Independent Opinion

The study’s revelations emphasize the pressing concern surrounding Russian influence in Latin America, raising questions about potential external interference in the region’s political landscape. The surge in pro-Russian sentiment, particularly in digital spaces, aligns with global concerns over Russia’s use of fake social media accounts for influence operations.

Beyond the digital realm, the research underscores the importance of vigilance and critical analysis in countering potential external interference. It serves as a timely revelation, urging strategic measures to safeguard independent public opinion in Latin America and mitigate the impact of foreign influence in the region.
