Campbell County adds Children's Developmental Services staff, OK's HR applicant tracking software – County 17

GILLETTE, Wyo. — On Tuesday, the Campbell County Board of Commissioners approved an additional staffing request for the Children’s Developmental Services and the purchase of NEOGOV software for the Human Resources department during its regular meeting.

CDS executive director Nathan Grotrian presented a request for an administrative assistant position. The board discussed the request, noting it had been part of previous budget conversations.

Grotrian said the need for the position stems from increased service numbers, state contracts and grants, requiring more administrative support and assistance for the financial manager.

Commissioner Jim Ford asked whether this request represented an acceleration of previously discussed hiring plans. Grotrian clarified the position had been discussed with the board previously, adding the new position will not impact the current fiscal year’s budget. The cost of the position was included in the proposed budget for fiscal year 2025–26, which allowed CDS to present a budget that held the line on county appropriations.

The staffing request was approved unanimously.

NEOGOV Software for Human Resources

Brandy Elder, director of Human Resources, presented a proposal for the purchase of NEOGOV applicant tracking system software. She said the new system aims to streamline the hiring process across all county departments.

Historically, individual departments have managed their own application processes, creating challenges in tracking applicant data. Elder said NEOGOV would centralize and simplify the process for departments and improve overall tracking capabilities.

Commissioner Bob Jordan asked about the training involved with the new software. Elder said there will be some training for her department, but the system is intuitive and would require minimal training for departments. She also noted the software could help determine and potentially reduce hiring costs.

Jordan moved to approve the purchase of the NEOGOV software and a budget line item transfer of $25,000 from insurance claims to software. The board unanimously approved the motion.
